downgrade - Restoring older firmware through XCode? -

I am trying to restore the 3GS to the iPhone OS 3.1.3 which has been upgraded to iOS 4. Reject the fulfillment of iTunes What needs to be done? I am currently using GM XCode, should I use the latest public stable version instead?

Update:

XCode reports that "baseband can not be recovered."
