plsql - Good way to deal with comma separated values in oracle -

I am passing values ​​separated by commas in the stored procedure in Oracle. I want to use these values ​​as a table so that I can use them in a question: 

 choose  from tabl_a where in column_b (& lt; csv in values ​​& gt; Passed)

What is the best way to do this in 11g?

Right now we are looping through one of them and putting them in a GTT which I think is incompetent.
