Triggering jquery event when an element appears on screen -

I want to show a faint effect when the element appears on the screen. There is a lot of content before this element, so if I trigger Eeper on the document. Still, some proposals will not be able to see Wishers.

Is it possible to trigger an event when the element is visible after scrolling down? I am pretty sure that I have seen this effect before, but there is no indication of how to get it.
